Base package software upgrade - 3.0.3 - High Priority

New version of site's base software released 3.0.3

TO DO: Upgrade site software to 3.0.3 release.
- Need to download upgrade package locally  (Done)
- Review upgrade changes to estimate impact to existing addons, custom code, and services (Done)
- Make changes as needed to preserve custom software changes that have been implemented (In Pogress)
- Schedule maintenance time block for implementation and testing
- Bring site down as scheduled for implementation
- Implement upgrade
- Test and verify proper post upgrade site operation
- Fix issues, if any
- Return site to public operation
